I hadn't considered the notion of passive blocking of cell phone signals, but it can easily be accomplished by using a wire mesh in wall insulation that would act as a faraday cage, thereby blocking all signal. But I wonder if this will ever become wide spread enough for the FCC to make a ruling on it.</description>

Movie theaters and other public buildings are starting to invest in building materials and specialized paint that block cell phone signals.  When this start to become wide spread I can easily see the government cracking down on its use.  It basically constitutes as a circumvention of the law at that point and the FCC will not let anyone get away with it.</description>
